David Weiss has been the Executive Director of the Energy Solutions Center (ESC) since its founding in 2003. He oversees the administration and management of the Energy Solutions Center, working closely with the Board of Directors and its Executive Committee to ensure that the mission and goals of the Center are successfully executed. Before the formation of the ESC, he was the Executive Director of the Industrial Center. Prior to his arrival at the Industrial Center, he served as the State Technology Coordinator for Maryland, seeking to recruit technology companies to Maryland and linking them with resources that would increase the likelihood of successful technology commercialization. Dave worked on Capitol Hill for 10 years, serving as the Staff Director of the House Subcommittee on Energy and Environment, and working on the personal staffs of two Members of Congress. He has a BS in Environmental Science from the University of Wisconsin and a MS in Environmental Engineering from Purdue University.

Richard Biljetina serves as the Director, Industrial Markets at the Energy Solutions Center, focusing on distributed generation, steam generation, combustion and industrial processes. Rich is responsible for the following ESC consortia: Distributed Generation; Industrial Energy Efficiency; Boiler Burners; and National Accounts. He oversees the production of ESC’s Gas Technology magazine. Rich previously held a number of key positions at the Institute of Gas Technology. He has over 40 years of program management, engineering, product development, and commercialization experience in energy-related areas, including power generation, energy utilization, renewable energy, environmental control technologies, and distribution systems. He has provided consulting services to utilities, federal, state and local agencies. Rich has a BS in Chemical Engineering from IIT and an MBA from the University of Chicago.

Eric Burgis serves as the Director, Commercial and Residential Markets. Eric is responsible for the following ESC consortia: Commercial Buildings; Cooling Equipment and Markets; Gas Foodservice Equipment Network; Residential Burner Tips; Residential & Commercial Energy Efficiency, and Residential Videos. Eric oversees the production of Natural Living and Energy Solutions for Commercial Buildings magazines. Before joining ESC, Eric spent 13 years with Philadelphia Gas Works beginning as a Marketing Engineer and departing as part of their Executive Strategic Planning Team. He is a Certified Energy Manager (CEM), a Certified Business Energy Professional, and has served as President of the Delaware Valley Chapter of Association of Energy Engineers. He holds a BS in Electrical Engineering from Drexel University and a Master of Management/Business Administration from Penn State.

Jennifer Couto serves as Contracts and Office Administration Coordinator for the Energy Solutions Center. Jennifer is responsible for contract administration, office management, and general membership services. She has over 16 years experience in event planning and meeting management. She obtained her BS in Business Management from University of Maryland.

Stephanie Reed serves as the ESC Meeting Coordinator, and is responsible for the planning and execution of our Technology and Market Assessment Forums. She pursued a passion in culinary arts and received a degree from the Culinary Institute of America in Hyde Park, NY. With a range of experience for over 17 years in the hospitality industry, she previously worked as Catering Sales Manager for Starwood Hotels and Hilton Hotels.

Warren Willits provides support to the Center and its members in the areas of new gas solutions and communications. He also works extensively with the Center’s Equipment Manufacturers Council. He previously held various positions within the sales and marketing departments at Dominion East Ohio including Manager, Business Development. He has 31 years of program management, product development, and commercialization experience in energy-related areas, including plastics, power generation, energy utilization, and engine-driven technologies. Warren holds as BA in Business Management and an MBA in Systems Management along with a CIGC degree from the Institute of Gas Technology. He is also a member of the American Gas Association Hall of Flame. He has been an instructor for various energy workshops and seminars for over 30 years.
